2011年５月19日、ＥＵのまちづくり（Spatial Planning）・地域開発（Territorial Development）担当相の非公式会合で、新たな2020年の「領域的アジェンダ：多様な地域の包含的で知的で持続可能な欧州を目指して（Territorial Agenda of the EU 2020: Towards an Inclusive, Smart and Sustainable Europe of Diverse Regions）」が合意された。
この文書は、議長国ハンガリーが他の加盟国やＥＵ諸機関、ＥＵ地域委員会（ＣｏＲ: Committee of the Regions）の協力を得て策定したもの。新アジェンダは、ＥＵ法は各地域の事情にもっと注意を払うべきであると主張。各地域の特性に合わせてＥＵ法を適用させれば、法律が受け入れられやすくなり、施行もスムーズになる可能性が高まると期待されている。こうした理由から、領域的アジェンダはＥＵ法案の影響をより徹底的に評価することを求めている。
ＥＵ地域委員会（ＣｏＲ）の委員長は新アジェンダを歓迎する一方、迅速な実行を呼び掛けた。
